I foolishly thought that it was a memorial to the Tuskegee study of Syphylis in Black men. The study was a great tragedy because the subjects of the study were not told they were in a study and Pennicillin was withheld from them to see the effects of the untreated disease. It was shortly after the discovery of Pennicillin but it continued long after Penn had been proved to be effective. Of course they never mentioned this. The Memorial was for Tuskegee Airman, not the study.
